Amends section 346-231 to require substantial evidence (rather than probable cause) that a vulnerable adult has incurred or is in danger of abuse before the Department of Human Services seeks an order for immediate protection when the vulnerable adult lives at home with a prognosis of six months or less to live.

Modifies section 346-231(c) to establish a higher evidentiary standard (substantial evidence) for court issuance of orders for immediate protection in end-of-life cases, while maintaining the probable cause standard for other vulnerable adult situations.

Updates section 346-232(b) to align the standard for continuing or modifying protective orders with the new substantial evidence requirement for vulnerable adults living at home with a terminal prognosis of six months or less.

Applies the new provisions prospectively, preserving rights and duties that matured and proceedings begun before the Act's effective date.

Takes effect upon approval.
