Appropriates an unspecified sum from general revenues for fiscal years 2017-2018 and 2018-2019 to the state public charter school commission for charter school facilities projects and rent assistance.

Allocations to charter schools shall be based in part on the need and financial performance of individual charter schools, as determined by the state public charter school commission.

Addresses long-standing issue of inadequate facilities funding for public charter schools, which have been forced to hold classes outdoors or in temporary structures due to lack of adequate building facilities.

Directs the state public charter school commission to expend appropriated funds for acquisition, repair, maintenance, and rental of charter school facilities.

Effective date set for July 1, 2060.
