Amends Section 321-1.8 to authorize the Department of Health to maintain a website forum where state-licensed care facilities (adult day health centers, adult day care centers, community care foster family homes, developmental disabilities domiciliary homes, developmentally disabled adult foster homes, long-term care facilities, and special treatment facilities) may post vacancy information to facilitate placement of individuals.

Requires inspection reports for these facilities to be posted on the Department of Health website within five working days of inspection completion, including inspection date, description of violations, plans of correction, corrective actions, and other quality information.

Specifies that inspection reports containing violations must be removed from the website after three years from the posting date.

Requires the Department of Health to convene a working group to discuss and provide feedback on implementation and maintenance of the vacancy information forum, with a report to the legislature by twenty days before the 2018 regular session.

Appropriates unspecified general revenue funds for fiscal years 2017-2018 and 2018-2019 to carry out the Act, effective July 1, 2017.
