Transfers management and operation of the East Hawaii Regional System facilities, including Hilo Medical Center, from the Hawaii Health Systems Corporation to the County of Hawaii.

State shall make annual appropriations to the County of Hawaii equal to the fiscal year 2016-2017 appropriation level for transferred facilities, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) for Honolulu.

State shall make additional annual general fund transfers to the County of Hawaii for collective bargaining unit cost adjustments until the county holds at least half the votes of the public employer for collective bargaining negotiations.

Appropriations and transfers are considered satisfaction of Article VIII, Section 5 of the state constitution regarding mandated program transfers.

Act takes effect upon approval.
