Expands the Preschool Open Doors Program to serve children four years of age and younger, rather than limiting eligibility to only four-year-old children.

Maintains priority enrollment for children not eligible for public school kindergarten in the calendar year they turn five due to their birth date falling after the kindergarten eligibility cutoff under section 302A-411.

Maintains priority enrollment for underserved or at-risk children.

Takes effect upon approval.
