Expands Hawaii's enterprise zone program to include production of electricity from biomass energy facilities as an eligible business activity.

Amends the definition of "eligible business activity" under section 209E-2, Hawaii Revised Statutes, to add biomass energy facilities alongside existing wind energy facilities for electric power production.

Requires electricity from biomass energy facilities to be sold primarily to a public utility company for resale to the public.

Maintains existing exclusion that medical cannabis dispensary activities are not eligible for enterprise zone participation.

Takes effect on July 1, 2030.
