Establishes the Hawaii Creative Industries Advisory Group with 13 members within the Department of Business, Economic Development, and Tourism to recommend programs for creative media industry development and workforce expansion.

Repeals the Hawaii Television and Film Development Board and its associated grant and venture capital programs, which have been inactive for approximately ten years.

Renames the Hawaii Television and Film Development Special Fund as the Creative Media and Film Infrastructure Special Fund and expands its funding sources to include revenues from film permits, motion picture tax credit processing fees, and Hawaii film studio operations.

Exempts amounts received for improvements to and operations of the Hawaii film studio from general excise tax and use tax, with certification requirements through the Department of Business, Economic Development, and Tourism.

Requires the University of Hawaii and the Department of Business, Economic Development, and Tourism to collaborate on annual reports to the legislature detailing workforce development contributions, student participation, graduate employment, and job creation in creative media industries.
