Authorizes the University of Hawaii to participate in and contribute funding for activities related to developing a Hawaii cyber ecosystem involving private companies, nonprofit organizations, government, and individuals.

Directs University of Hawaii funding toward comprehensive cybersecurity education curriculum spanning middle schools through higher education, workforce development programs, and cybersecurity personnel training.

Requires funding to support innovative approaches to increase Hawaii's preparedness, readiness, and resilience to cyber threats and expansion of Hawaii's innovation economy.

Appropriates an unspecified sum from general revenues for fiscal years 2017-2018 and 2018-2019 for the University of Hawaii to implement these cybersecurity initiatives.

Takes effect on July 1, 2050.
