Expands the definition of "certificate of disability" to include persons who are blind as defined in section 235-1 or visually handicapped as defined in section 347-1.

Adds two new categories to the definition of "person with a disability" eligible for disabled parking: individuals who are blind and individuals who are visually handicapped.

Allows blind and visually handicapped individuals to apply for and obtain a removable windshield placard to use parking spaces reserved for persons with disabilities.

Updates statutory language by replacing "which" with "that" in the definition of "person with a disability."

Effective date: July 1, 2075.
