Limits tetrahydrocannabinol (THC) potency in manufactured marijuana products to no more than 12 percent.

Requires warning labels on packaging of manufactured marijuana products stating "WARNING: THE HEALTH IMPACTS OF MARIJUANA WITH THC POTENCY LEVELS OF 10 PERCENT AND OVER ARE UNKNOWN" in bold capital letters at least 14-point font.

Maintains existing requirement that capsules, lozenges, or pills contain no more than 10 milligrams of THC per dose and no more than 100 milligrams total per container.

Addresses concerns raised by a task force minority regarding adolescent brain development, fetal exposure, marijuana-impaired driving, and unregulated product potency and dosage information.
