Removes the requirement that citizen complaints against police officers alleging officer-involved domestic abuse against a family or household member be submitted in writing or sworn to by the complainant.

Allows complaints about police officer domestic violence to be filed orally or anonymously to protect victims from retaliation and encourage reporting.

Defines "family or household member" using the same meaning from Hawaii Revised Statutes section 709-906.

Effective date of July 1, 2075.
