Authorizes the Department of Human Services to negotiate reimbursement rates for case managers providing Medicaid case management services.

Requires reimbursement rates to be increased by a specified percentage effective July 1, 2017 (percentage amount not filled in the bill text).

Restores reimbursements for Medicaid case managers to levels preceding a 3 percent reduction that occurred in 2008.

Recognizes case managers as essential to patient care by identifying barriers to successful health outcomes and improving access to quality healthcare for Medicaid beneficiaries.
