Appropriates funds to the Department of Human Services for operational costs of an organization providing prevention, intervention, and group and individual counseling for high risk youth.

Legislature finds youth violence cost the State over $109,000,000 in 2010, with $28,000,000 from youth property crime alone, and three-quarters of youth leaving correctional facilities in 2005-2007 were re-adjudicated within three years.

Establishes that a multi-pronged approach is needed incorporating both school-centered and neighborhood-centered programs to reduce youth violence and delinquency.
