Prohibits governors and county mayors from maintaining any other employment or receiving any emolument while serving in office, beginning 61 calendar days after their election or appointment.

Defines "emolument" as any salary, fee, payment, wage, earning, allowance, stipend, honorarium, or reward, excluding the salary/benefits of the office itself, pensions, retirement payments, social security, and income from stocks, mutual funds, real estate, or rental property.

Does not affect rights, duties, penalties, or proceedings that existed before the Act's effective date.

Takes effect January 1, 2050.
