Mandates maritime cargo carriers engaged in interstate transportation submit detailed shipping manifests to the Department listing all containers or loads weighing a specified amount or more that will be transported on Hawaii highways.

Appropriates unspecified sums from general revenues for fiscal years 2017-2018 and 2018-2019 to purchase and install weigh in motion and axle scale equipment at harbor facilities.

Appropriates unspecified sums from general revenues for fiscal years 2017-2018 and 2018-2019 to hire personnel to operate the weigh in motion and axle scale systems.
