Amends Hawaii Revised Statutes Section 28-8.3 to modify how the House of Representatives and Senate request legal representation from the attorney general when a conflict of interest prevents the attorney general from providing representation.

Changes the requirement from a joint request by both the speaker of the House and the president of the Senate to allowing either the speaker or the Senate president to make a separate request for their respective chamber.

Allows the attorney general to retain an attorney for the requesting chamber subject to approval by the speaker of the House or president of the Senate, as applicable.

Makes technical capitalization changes to the Office of Hawaiian Affairs reference within the statute.

Effective date is January 7, 2059.
