Amends Hawaii Revised Statutes Section 201M-2(b) to change when agencies must submit small business impact statements to the Departmental Advisory Committee on Small Business and the Small Business Regulatory Review Board.

Removes the requirement that impact statements be submitted "before the rules are submitted to the governor for approval for public hearing" and allows submission when rules are essentially complete.

Requires the Small Business Regulatory Review Board to submit any comments on proposed rules to the governor within ten days after the rules are submitted to the governor for approval for public hearing.

Makes minor technical corrections to the language regarding "schedule of fines" in the list of methods agencies may consider to reduce impact on small businesses.

Takes effect on July 1, 2038.
