• Increases the contractors license board from thirteen to fifteen members.

• Requires eight contractor members comprising two general engineering contractors, two general building contractors, and four specialty contractors who do not hold a general engineering or general building license.

• Adds seven public members who are not licensed contractors and have no financial interest in any board member's contracting business.

• Mandates all board members have been Hawaii residents for at least five years preceding appointment and hold valid licenses at time of appointment (except public members).

• Removes any board member whose contractor license is revoked or suspended.
