Appropriates unspecified amounts from general revenues to the Department of Human Services for fiscal years 2017-2018 and 2018-2019 for housing subsidies, the housing first program, rapid rehousing program, family and elderly housing program operations, homeless outreach services, and property storage services.

Appropriates unspecified amounts from general revenues to the Department of Health for fiscal years 2017-2018 and 2018-2019 for outreach services to homeless persons with serious mental illness and for outreach, counseling, and diversion services for unsheltered homeless persons experiencing substance abuse.

Appropriates unspecified amounts from general revenues to the Department of Transportation for fiscal years 2017-2018 and 2018-2019 to address homelessness-related issues pertaining to security, health, and safety at airports, harbors, and highways.

Establishes that Hawaii has the highest per capita homeless rate in the nation at 487 homeless individuals per 100,000 people as of 2015, with the state having invested $10,000,000 in 2016 and the governor proposing an additional $20,900,000 in the 2017-2018 biennium budget.

Takes effect July 1, 2075.
