Adds philosophical objection as a new exemption to vaccination and immunization requirements, allowing individuals to object in writing based on their personal beliefs.

Retains existing medical and religious exemptions to vaccination requirements under Hawaii law.

Allows parents or guardians to file written objections on behalf of minors or those under guardianship.

Removes the Director of Health's authority to override objections during epidemics and replaces it with authority to order unvaccinated individuals to self-quarantine at their home.

Authorizes the Department of Health to adopt rules under chapter 91 to implement the Act.
