Establishes a coordinator position within the University of Hawaii at Manoa's College of Tropical Agriculture and Human Resources to support the P-20 agriculture education working group.

Directs the working group to develop an implementation strategy and statewide coordinated framework for preschool through post-secondary agriculture education by December 31, 2018.

Working group must focus on teacher training, curriculum integration, staffing resources, marketing agricultural careers, expanding higher education access (especially for neighbor islands), and reducing organizational redundancy.

Expands working group participation to include representatives from labor and industrial relations, human services, previous stakeholder meeting participants, and other non-profit stakeholders.

Appropriates $200,000 for fiscal year 2017-2018 and $200,000 for fiscal year 2018-2019 to hire the coordinator and cover interisland travel and operating expenses.
