Prohibits licensed mental health professionals (physicians, psychiatrists, psychologists, social workers, counselors, therapists) from engaging in sexual orientation change efforts on persons under 18 years of age.

Prohibits advertising of sexual orientation change efforts to minors under 18 years of age.

Defines "sexual orientation change efforts" as practices attempting to change sexual orientation, gender identity, gender expression, or reduce same-gender attractions or romantic feelings.

Excludes from the prohibition counseling that supports gender transition and counseling providing acceptance, support, and identity exploration that does not seek to change sexual orientation.

Subjects licensed professionals who violate these provisions to disciplinary action by appropriate professional licensing authorities.
