Requires the Department of Human Services to pass through to families receiving public assistance the first $100 collected monthly for families with one child, and the first $200 collected monthly for families with more than one child in child support payments.

Mandates that the Department of Human Services disregard any passed-through child support payments when determining the needs of applicants or recipients of public assistance.

Clarifies that parents receiving public assistance for dependent children do not incur debt to the department for assistance payments during the period they receive such assistance, subject to family court orders limiting debt amounts.

Appropriates $400,000 for fiscal year 2017-2018 and $400,000 for fiscal year 2018-2019 to the Department of the Attorney General's child support enforcement agency to implement these provisions.

Takes effect January 1, 2075.
