Establishes the Papahanaumokuakea Marine National Monument Program within the Department of Land and Natural Resources' Division of Aquatic Resources to coordinate Hawaii's co-management role with federal authorities.

Designates the Department of Land and Natural Resources as the lead state agency to co-manage the monument under Presidential Proclamation 9478 (August 26, 2016) and the December 8, 2006 memorandum of agreement with federal partners.

Requires the department to collaborate with the Office of Hawaiian Affairs to perpetuate Hawaiian cultural resources and customary and traditional rights of Native Hawaiians for subsistence, cultural, and religious purposes within the monument.

Authorizes the program to issue permits, provide management recommendations, accept grants and donations, and adopt implementing rules; permits the Board of Land and Natural Resources to establish and approve fee schedules for permit issuance and services.

Authorizes the Board of Land and Natural Resources to impose administrative penalties for violations of adopted rules or permit conditions under section 187A-12.5.
