Amends Section 89-9 to clarify that parties to collective bargaining must meet in good faith to negotiate wages, hours, health benefits trust fund contributions, and other employment terms, with no obligation to agree to proposals or make concessions.

Modifies Section 89-9(e) to allow negotiations on Hawaii employer-union health benefits trust fund contributions but specifies parties are not bound by amounts contributed under prior agreements.

Amends Section 89-11(g) to remove provisions allowing parties to submit recommendations to the legislature if they cannot agree on health benefits fund contributions, eliminating the legislative role in resolving contribution disputes.

Clarifies that binding arbitration panel decisions on all provisions are final, and no bargaining unit members may strike over the amounts of health benefits trust fund contributions by the State and counties.

Effective date of January 7, 2059.
