Designates Aloha Stadium as a priority facility eligible for the state facility renovation partnership program under Hawaii Revised Statutes section 107D-2.

Requires the Department of Accounting and General Services to prepare a plan for entering into a development agreement to replace Aloha Stadium with a new stadium and shopping center complex.

Authorizes a long-term lease of state and federal lands at the stadium site to the developer in exchange for the new facilities.

Mandates submission of the department's plan and any proposed legislation to the legislature no later than twenty days before the 2018 regular session begins.

Takes effect on July 1, 2017.
