Expands licensing requirements to include adult family boarding homes and private homes providing healthcare to elderly or disabled individuals who are unrelated to the caregiver family by blood, marriage, or adoption.

Amends the penalty for operating unlicensed adult residential care homes, adult family boarding homes, or private homes providing healthcare to elderly or disabled individuals to constitute a misdemeanor with fines (specific dollar amounts left blank in the bill text).

Establishes separate fine amounts for first offense, second offense, and third or subsequent offense for operating these facilities without a license.

Modifies Act 184, Session Laws of Hawaii 2016, section 4 to include the same licensing requirements for adult family boarding homes and private homes.

Takes effect on July 1, 2017.
