Authorizes qualifying patients and primary caregivers to transport marijuana and manufactured marijuana products between Hawaiian islands, a practice currently prohibited under state law.

Requires the Department of Health and Department of Transportation to adopt rules under chapter 91 governing the manner and amount of interisland marijuana transportation.

Amends section 329-122 to include interisland transportation as permitted "transport" when conducted by qualifying patients or primary caregivers in accordance with adopted rules.

Clarifies that state law protections for marijuana transportation do not apply outside Hawaii's jurisdictional limits.

Effective date: July 1, 2090.
