Authorizes the Department of the Attorney General to administer a statewide program for data collection, analysis, and integrated data infrastructure related to Native Hawaiian overrepresentation in the criminal justice system.

Requires the Attorney General to employ an administrator and necessary staff (without regard to civil service requirements) to carry out the Native Hawaiian criminal justice data management program.

Appropriates funds for full-time equivalent positions in the Department of the Attorney General for fiscal years 2017-2018 and 2018-2019 to implement the data management program.

Implements recommendations from the 2013 Native Hawaiian Justice Task Force Report regarding improved data collection and inter-agency cooperation to address disproportionate representation of Native Hawaiians in the criminal justice system.

Takes effect July 1, 2017.
