Increases the commission on water resource management from seven to eight members by adding the chairperson of the Hawaiian homes commission or their designee as an ex officio voting member.

Requires the new member to serve alongside existing members including five governor-appointed members and the director of health or their designee.

Addresses the legislature's finding that water reserves for Hawaiian home lands have not been adequately protected under Hawaii Revised Statutes Section 174C-101(a), with reserves only established on Oahu, Molokai, and Keauhou on the island of Hawaii.

Takes effect upon approval.
