University of Hawaii must develop a microgrid plan for one demonstration project at any property on Oahu owned, leased, or controlled by the university, with the university selecting the location.

The microgrid plan must lower energy costs to the university, be fair and provide benefits to other electric customers, maintain safety and reliability of electric service, and demonstrate progress toward the university's net-zero renewable energy goal.

University, the local electric utility, and the Public Utilities Commission must submit quarterly status reports to the legislature on microgrid plan progress.

University must submit the completed microgrid plan and any proposed legislation to the legislature no later than twenty days prior to the 2019 regular legislative session.

"Microgrid" is defined as a group of interconnected loads and distributed energy resources within clearly defined electrical boundaries that acts as a single controllable entity and can operate in both grid-connected or island-mode.
