Requires courts to order mandatory mediation when any defendant requests it in a quiet title action involving kuleana land, with the goal of resolving disputes including issues under chapter 668A.

Mandates consolidation of separate quiet title actions into a single action when they involve kuleana lands in the same circuit court and are filed by the same plaintiff or multiple plaintiffs for the same real party in interest.

Places the cost of mediation on the plaintiff, who may only recover costs, expenses, or attorney's fees from defendants as the court deems equitable under the circumstances.

Clarifies that the Act does not diminish or restrict native Hawaiian rights under article XII, section 7, of the Hawaii State Constitution.

Takes effect on July 1, 2035.
