Requires all state and county department heads to complete a training course on native Hawaiian and Hawaiian traditional and customary rights administered by the Office of Hawaiian Affairs within twelve months of their initial appointment.

Expands the scope of Act 169 (Session Laws of Hawaii 2015), which previously allowed but did not require department heads to attend the training, by making attendance mandatory.

Amends Chapter 10, Hawaii Revised Statutes, to include state and county department heads alongside existing board and commission members subject to the training requirement.

Obligates the Office of Hawaiian Affairs to notify all affected department heads, boards, and commissions that training attendance is mandatory and to develop necessary course materials and administration methods.

Requires both the governor and county mayors to provide the Office of Hawaiian Affairs with names of persons required to take the training within thirty calendar days of their initial appointment.
