Amends Section 10-12, HRS to make Office of Hawaiian Affairs (OHA) employees subject to civil service (Chapter 76) and collective bargaining (Chapter 89) requirements, while officers remain exempt from Chapter 76.

Modifies Section 89-6, HRS to increase the governor's votes from six to seven for bargaining units (1), (2), (3), (4), (9), (10), (13), and (14), and adds the OHA board of trustees as a voting entity with one vote for these units.

Grants existing OHA employees permanent civil service status without examination, without pay reduction, and with full retention of seniority, service credit, and accrued benefits.

Protects all current rights, benefits, and privileges of OHA employees under Chapters 78, 87A, and 88, HRS, and ensures no break in service during the transition to their respective bargaining units.

Effective date set for July 1, 2030.
