Department of Agriculture, in coordination with Agribusiness Development Corporation and University of Hawaii College of Tropical Agriculture and Human Resources, shall conduct crop performance testing trials on state agricultural lands for Hawaii's top imported food crops from 2012-2017.

Department of Agriculture must submit a report of findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the regular session of 2020.

Appropriates funding from general revenues for fiscal year 2018-2019 for crop performance testing trials, with funds not lapsing until June 30, 2020 (specific amount left blank in bill).

Establishes goal of identifying viable local food crops to support Governor Ige's policy objective of doubling food production by 2020 and help reduce Hawaii's import dependency (estimated at 85-90% of consumed food).

Takes effect July 1, 2018.
