Authorizes the Department of Commerce and Consumer Affairs to issue citations to beauty operators, instructors, shops, schools, apprentices, and temporary permittees for violations of beauty culture laws and rules.

Establishes seven specific violations subject to citation, including failure to display licenses, failure to ensure only licensed individuals practice cosmetology, failure to display price lists and signage, and failure to maintain proper instructor-to-student ratios.

Allows citations to include an order of abatement and assess fines of up to $100 for each violation, with citations served by personal service.

Provides licensees and permittees the right to request a hearing before the board within twenty calendar days to contest a citation, with failure to request a hearing making the citation a final order.

Subjects licensees and permittees to further disciplinary action if assessed fines are not paid within thirty calendar days and the citation is not contested.
