Establishes the invasive species rapid response special fund within the Department of Land and Natural Resources to provide resources for rapid response to newly detected invasive species threats in Hawaii.

Authorizes the council to request the governor declare an invasive species emergency if newly detected species pose substantial threats to agriculture, commerce, economy, environment, or public health of the State.

Allows the council to expend moneys from the fund without legislative approval and without regard to procurement and budget chapters upon gubernatorial declaration of an invasive species emergency.

Requires the council to account for all moneys expended from the fund and report that information annually to the legislature.

Appropriates unspecified sums from general revenues for fiscal years 2017-2018 and 2018-2019 to be deposited into the invasive species rapid response special fund, effective July 1, 2017.
