Grants the Office of Hawaiian Affairs a right of first refusal to purchase any public lands classified as "remnants" under Hawaii Revised Statutes section 171-52 before they may be sold to other parties.

Requires remnant lands to be offered to the Office of Hawaiian Affairs at a reasonable price based on appraised value for a reasonable time period prior to offering to any other person or entity.

If the Office of Hawaiian Affairs purchases a remnant, abutting landowners requiring easement access across the remnant shall be offered such easement at a reasonable price with the purchase price to the Office of Hawaiian Affairs reduced accordingly.

Maintains existing provisions allowing abutting owners to purchase remnants if the Office of Hawaiian Affairs declines, and addresses subdivision and bidding procedures when multiple abutting owners are interested.

Addresses legislature's concerns that broad interpretations of "remnant" lands have allowed disposal of significant public and ceded lands without legislative approval or procedural safeguards established by Act 176 (2009).
