Establishes a Center for Commercialization within the University of Hawaii's office of the vice president for research and innovation to commercialize intellectual property from university research.

Requires the center's director (appointed by the vice president) to submit annual reports to the legislature from 2018 through 2021 addressing existing resources, policies, organizational structure, best practices, site selection, costs, funding sources, and projected economic benefits.

Appropriates unspecified funds for fiscal years 2017-2018 and 2018-2019 to establish and implement the center, with amounts to be determined.

Takes effect July 1, 2050.
