Establishes a High Technology Shared Equipment Program administered by the High Technology Development Corporation to provide technology companies low-cost access to high technology equipment.

Allows the corporation to facilitate a network where companies share their own equipment with other companies at rates determined between parties, with the corporation able to charge a facilitation fee and suggest reasonable fee schedules.

Permits the corporation to purchase or accept high technology equipment and lease it to companies for a fee, and to dispose of equipment through sale or other means with board approval.

Requires all revenues from the program to be deposited into the high technology special fund.

Appropriates unspecified funds from general revenues to the high technology special fund and from that fund for program implementation and administration for fiscal years 2017-2018 and 2018-2019.
