Directs the Department of Health's adult mental health division, in collaboration with the Judiciary's adult client services branch, to create and maintain a comprehensive directory of reintegration programs for Native Hawaiians who are incarcerated or formerly incarcerated.

Directory must include information on pre-release programs for currently incarcerated individuals, post-release programs for formerly incarcerated Hawaii residents, and programs available to family and community members of previously incarcerated persons.

Directory shall emphasize programs that employ Native Hawaiian cultural practices, respect cultural differences, target criminogenic factors using evidence-based practices, and are provided by community-based service providers statewide.

Directory must be available at no charge by January 1, 2018, through department and judiciary websites, circuit courts statewide, Hawaii paroling authority, and relevant programs and services.

Appropriates funding from general revenues for fiscal years 2017-2018 and 2018-2019 to create and maintain the directory; takes effect July 1, 2017.
