Requires the Department of Health to submit monthly reports to the Hawaii Medical Board listing physicians who issued medical marijuana certifications and the total number of certifications each physician provided during the preceding month.

Authorizes the Hawaii Medical Board to periodically review the frequency of medical marijuana certifications issued by licensed physicians, investigate potential misconduct, and take appropriate disciplinary action.

Requires the Hawaii Medical Board to submit an annual report to the Director of Commerce and Consumer Affairs by January 1 each year detailing any disciplinary actions taken against physicians for misconduct related to medical marijuana certifications.

Requires the Director of Commerce and Consumer Affairs to submit an annual report to the governor and legislature no later than twenty days before each regular session detailing disciplinary actions taken by the Hawaii Medical Board against physicians for medical marijuana-related misconduct.
