Requires charter school teacher incentive bonuses and other compensation required by law or collective bargaining to be funded separately from per-pupil funds and facilities funding, beginning with fiscal year 2018-2019.

Mandates that teacher incentive programs, bonuses, and other required compensation be separate line items in the general appropriations act and supplemental appropriations acts.

Appropriates funds from general revenues for fiscal year 2017-2018 to pay for charter school teacher bonuses for hard-to-fill school placements and National Board certification incentives.

Ensures equal per-pupil funding allocation between Department of Education schools and charter schools by preventing charter schools from absorbing teacher incentive costs from their per-pupil allocations.

Effective date is July 1, 2050.
