Establishes the Hawaiian Language University College as an autonomous entity within the University of Hawaii system, transferring all rights, powers, functions, and duties from the existing Hawaiian Language College at the University of Hawaii at Hilo.

Requires the Hawaiian Language University College to be internally administered primarily through the Hawaiian language, operate year-round, and offer programs worldwide through electronic means.

Expands the college's functions to include general education and dual enrollment pathways for high school and college students, assessment development, language development in government functions, and cooperative agreements with other educational entities.

Mandates the Hawaiian Language University College faculty senate and University of Hawaii at Hilo chancellor to execute a memorandum of agreement by the end of the 2017-2018 academic year detailing shared operations, with priority given to serving preschool through high school Hawaiian-medium education programs.

Transfers all employees from the Hawaiian Language College to the new university college while preserving their civil service status, salary, seniority, and benefits under applicable state personnel laws.
