Requires all new places of public accommodation constructed or substantially modified after June 30, 2017 to provide baby diaper-changing accommodations equally accessible to men and women.

New establishments must provide at least one diaper-changing accommodation accessible to women and one accessible to men on each floor with public restrooms, or a single unisex accommodation serving both.

Defines "substantially modified" as reconstruction or renovation requiring over 50% of gross floor area, costing at least $50,000, or restroom renovation costing at least $10,000; structural restroom changes trigger the requirement.

Provides hardship exemption if no reasonable physical option exists or if compliance costs exceed 10% of the total construction or modification cost.

Violations constitute unlawful discriminatory practices enforceable through private lawsuits in district court, with prevailing plaintiffs entitled to injunctive relief, attorneys' fees, court costs, and $100 in damages; excludes enforcement by Hawaii Civil Rights Commission.
