Establishes the Multinational Lunar Architecture Alliance, composed of representatives from Hawaii-based organizations, NASA, federal agencies, national space agencies, corporations, advocacy groups, international space organizations, and the United Nations Office for Outer Space Affairs.

Requires the alliance to hold its first organizational teleconference by August 1, 2017, coordinated through the office of aerospace development of the department of business, economic development, and tourism.

Directs the alliance to develop an agenda for an International Lunar Development Summit in Hawaii in October 2017 focused on designing and validating a prototype lunar architecture and enabling public-private partnerships for lunar surface and cislunar space activities.

Identifies Hawaii's strategic mid-Pacific location, moon-like terrain, aerospace expertise, and existing space infrastructure as assets for advancing lunar exploration, resource utilization, and sustainable space settlement technologies.

Takes effect July 1, 2038.
