Removes "grandparents" from the general visitation rights provision in Section 571-46(a)(7) and creates a separate statutory framework for grandparent visitation rights under Section 571-46.3.

Establishes three findings required for courts to award grandparent visitation: Hawaii is the child's home state, grandparent visitation is in the child's best interest, and denial of visitation would cause significant harm to the child.

Creates a rebuttable presumption that a parent's decision regarding grandparent visitation is in the child's best interest, which can only be overcome by preponderance of evidence showing denial would cause significant harm.

Requires that courts apply all standards, considerations, and procedures for parent visitation under Section 571-46 when awarding grandparent visitation rights.

Makes violations of grandparent visitation orders subject to court sanctions as determined by the court in accordance with Section 571-81.
