Establishes a new section in Chapter 329D of Hawaii Revised Statutes requiring that 10% of tax revenues received from medical marijuana dispensaries be deposited into the mental health and substance abuse special fund.

Amends Section 334-15 to specify that the mental health and substance abuse special fund shall receive revenues from medical marijuana dispensaries in addition to revenues from certification programs and treatment services.

Allows the Department of Health to establish separate accounts within the special fund for depositing revenues from different sources and programs.

Takes effect on July 1, 2017.
