Amends Section 444-8 of Hawaii Revised Statutes to require the Contractors License Board to adopt rules defining "incidental and supplemental to the performance of work" for specialty contractors.

Establishes that the definition shall limit incidental work in unlicensed crafts or trades to no more than 25 percent of all work performed under a single contract.

Permits specialty contractors to perform work involving multiple crafts or trades when work in unlicensed trades is incidental and supplemental to their licensed craft.

Clarifies existing law that allows specialty contractors flexibility in performing multi-craft projects without requiring additional licenses for minor supplemental work.

Takes effect upon approval with no retroactive effect on rights, duties, or penalties that matured before the effective date.
