Requests the State Auditor to conduct a performance and management audit of the Adult Protective and Community Services Branch of the Department of Human Services.

Audit must assess compliance with laws, policies, and procedures regarding investigation and substantiation of adult abuse and neglect reports, which ranged from 453 to 980 reports annually between fiscal years 1999 and 2015, with 709 reports received in fiscal year 2017.

Audit must evaluate risk assessment methods, services for substantiated cases, policies protecting vulnerable adults from exploitation by employees, and oversight and supervision of branch offices.

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the convening of the 2019 Regular Session.

Certified copies of the resolution must be transmitted to the Auditor and Director of Human Services.
